Bob Basham

Bob Basham

Mr. Basham is the Chairman of Bluewater Development. He is the Founder of Bloomin Brands, which has 1,400 restaurants internationally. After graduating from the University of Maryland, Bob started out in a family run restaurant business in Washington, DC. In 1973 he then went on to the management program of Steak & Ale Restaurant Company. Capitalizing on various management opportunities Bob rose through the ranks to become the Vice President of Operations of the Bennigan’s Concept and was instrumental in the successful nationwide expansion of the concept. In October, 1983 Bob went on to form Sunstate Restaurant Corporation to develop the Chili's Concept as a franchisee and joint venture partner in Georgia and Florida with Gene Knippers and Chris Sullivan. The company was merged with Chili's, Inc. in January, 1987 and Mr. Basham continued in his operations position until departing to found Outback Steakhouse in 1988 with Chris Sullivan and Tim Gannon.

The first Outback was opened in Tampa in March of 1988. Since then, 1479 restaurants have opened under multiple concepts including Carrabba’s Italian Grill, Bonefish Grill, Fleming’s, Roy’s, LeeRoy’s, Cheeseburger in Paradise, and Outback International under the corporate name of Bloomin’ Brands (BLMN). While no longer a board member but still a shareholder in Bloomin’ Brands, Mr. Basham  has gone on to co-found, PDQ a QSR-Fast Casual restaurant concept in Florida and North Carolina with sixty-two locations now open. He also owns Glory Days Grill, a multi-state, full-service sports bar concept consisting of 40 locations.

Bob remains active in the Tampa community serving as a Board Member for the following Charitable Organizations: Metropolitan Ministries, the Boys and Girls Club Foundation, McDonald Training Center and the Chi Chi Rodriguez Youth Foundation, Laser Spine Institute and Berkeley Prep School. In his free time, Boby enjoys playing golf at Old Memorial Golf Club, a private, national golf club he co-founded in 1994.


Tim Vining

Tim Vining

Mr. Vining is the CEO of Bluewater development. He is recognized as a leader in the development and construction industry, having completed over $1.2 billion in public and private projects, including over 6.2 million square feet of tilt-wall construction, for a broad base of national and institutional clients. Mr. Vining was formerly a senior executive with the National firm of Mills Gilbane and later with Corvus International as a Principal heading up the Southern development operations. Mr. Vining has served the Tampa Bay area community by volunteering in leadership on 23 different charitable boards. He received a B.S. in Finance from the University of South Florida and a Master of Business Administration from Florida State University. Mr. Vining currently serves as Chief Development Officer for MVP Holdings nationally & CEO of the MVP Development divisions in the Southeast including Blackrock Development & 24/7 Development.


Chris Pfeiffer

Chris Pfeiffer

Mr. Pfeiffer is a President of Bluewater Development. He is a native Mobilian and local real estate developer. After graduating from McGill-Toolen High School, he went on to earn a degree in finance from the University of Alabama. Chris proudly chose his hometown as the place to settle with his wife and three children. His past work experience includes commercial insurance sales and restaurant owner. He is an active member in the community as a member of various philanthropic and social organizations. He currently serves on the board of directors for the Boys and Girls Club of South Alabama. Chris also enjoys coaching his children’s various youth sports teams. After selling his local PDQ restaurant, Chris co-founded 24/7 Development Partners of Alabama in 2018. Since its inception, 24/7 has engaged in multiple real estate opportunities in both Mobile and Baldwin County and along the Gulf Coast. Chris hopes to be a viable catalyst for growth by working together with the City of Mobile, Port Authority, and Airport Authority in a way that supports the current masterplan and vision for the Port City.
